In addition to Shaun Seydor’s role here at Pitell Homes, serves as the 2026 president of the Builders Association of Metropolitan Pittsburgh, the region’s home builders association. In that role, he joined more than 1,100 builder association leaders from across the country at the 2026 NAHB Legislative Conference, held June 9 through 12.
Sitting Down With Pennsylvania’s Lawmakers
Shaun and the Pittsburgh group met with members of Pennsylvania’s congressional delegation and their staff. The agenda came down to a short list of problems that every builder and every buyer feels. Not enough homes are being built. Costs keep climbing. There are not enough skilled tradespeople. And the approval process to break ground takes too long.
These are not abstract policy points for Shaun. They show up in the price of a home and the time it takes to hand someone the keys.
The Bills on the Table
A few pieces of legislation were at the center of the conversations.
The ROAD to Housing Act is a bipartisan effort to increase the number of homes being built. It aims to cut down on red tape, support local development, and open up more financing for new construction. More supply is the most direct way to ease prices.
The CONSTRUCTS Act takes on the labor shortage. It would expand training programs and give students hands-on experience at real construction sites. The trades are short on people, and that shortage slows down every project and adds to its cost.
The PERMIT Act would speed up federal review and permitting. When approvals drag on, the delay gets built into the final price. Faster, more predictable permitting helps keep homes attainable.
The group also discussed energy policy and workforce reforms tied to the building trades. The common thread is simple. Build more homes, staff the industry that builds them, and remove the delays that make them cost more than they should.

Why a Home Builder Cares About Federal Policy
Pitell has been building across the Pittsburgh region for more than 35 years. The people Shaun builds for are the ones these policies affect. A first-time buyer priced out of the market. A couple ready to downsize who cannot find the right home at the right price. A family that wants to stay close to their grandkids.
Part of the reason Pitell builds where it does, in Butler County and Northern Allegheny County, is that land and taxes there keep homes within reach for more people. Shaun’s work in Washington comes from the same place. He wants more people to be able to own a well-built home.
